To fight Ruby and Emerald weapon? I d say around level 65 should be fine, assuming you have the proper materia. I know a lot of copies of FFVII don t let you exit the crater after you enter, so it s not exactly the best place to level as you may not be able to leave.

The crashed Gelnika is great to train if you can handle it.

Also, levels are much less important than materia combinations. It s possible to beat the Weapons at very low levels with the right materia, but very difficult to do the opposite.

need stuff to grind to get materia leveled up. I have most of it but I never bothered to grind to level the materia up.

I usually did my level-grinding outside of Mideel. While the monsters in the Gelnika gave better yields per fight, I found that it was worth it due to the speed of the fights themselves.

Levels are pretty much meaningless against the two optional WEAPONs. They were designed with a few major weaknesses, but to be otherwise strong enough to wipe any standard party, even at level 99. But if you know what you are doing against each of them, you can beat them fairly easily. After all, Emerald has been beaten by a level 7 Tifa solo with no KotR or Lucky 7s.

I agree with whats stated above, levels do not determine tipping the balance in your favour half of the time throughout FFVII. Most of it is all part to the Materia you have equipped, their combinations and usage in the battles you fight. Later on with each character s ultimate weapons you can eventually dish out inconsistent variables from 6000+ damage to 2000+ damage on physical attacks depending upon the character. Whereas Materia like Knights of the Round or Limit Breaks are ideally the way to go generally in the ways of dealing out majorly offensive attacks.

The best place to level outside of the Northern Crater is either Mideel or the Sunken Gelinka which you ll need the Shinra Submarine to reach. The Gelinka s monsters however attack with status altering effects, so be aware of party members still in Sadness or Fury after the battles.
